Selective MAC adress filtering for LAN access with login for temp access?

Alright I'm trying to come with this for a paid student internship so forgive me if I am le dumb with some of this.

What I am trying to create is a situation where on a network, I want most importantly everyone needs to be able to access the internet as some of these devices are Chromebooks and need to be able to log into a user's google account before having access to a web browser. Also it will simplify everything but we all know trying to make life simple is a nono so lets pretend that is not why *hehe*.

What I am trying to do is I would like to have a small list of devices (mac adresses) that can always access the lan. this would be trusted admin devices, etc. Then for everyone else im thinking having a web portal they can access to temporarily be added to this list so that they can access things like printers, etc., but a rando with the network password cant spread malware to any network devices. From my research im pretty sure that the MAC list to restrict LAN access can be done easily enough and I know that the login is done to limit access to do anything on a network but I wish to know if there is anything that I can bodge together to combine those.

This is just me brainstorming and wishing to know if this could be easily done, so if you know something off the top of your head please let me know but don't go to any real effort please. Also im sure that I sound noobish af, I am so please dont judge.
