box to drop guest network anywhere on campus?

We have a lot of construction and the need for outside contractors to have a small network at their temporary setups. Our setups in the past have been spanning a guest VLAN through several routers to a guest VRF. We'd like to get away from spanning VLANs. We've recently started using VXLAN in the data center and see it as a possible solution. Just based on Google searches, we might be able to use an HPE Aruba 2930F 8-port as a VTEP (unless I'm misreading what they mean by VXLAN support). We don't want a rack mount switch if possible since these are usually trailers with very little space. I've also found out about Mikrotik EoIP but am not sure which boxes support it and if every connection would require a pair of boxes.

Anyone done something like this?
