System boot image not working

I'm upgrading an image on an ISR4300, I tried using "boot system image:###### and boot system image ######, without colon. It's not really working. I consoled in, and I can see that it can't find an image, it boots several times, and finally boots to it. Is this a bug? I tried this on several routers. Same result
