Question on tracert from different servers

Lets say I have 3 devices on one network/building that I'm troubleshooting for comms losses. We have an application server that communicates with them, a communication server in the middle and then the devices on another site. Each server is located in a different building/country.

I run a tracert from a random server that has access, no issues are found. All hops are returned.

I run a tracert from the communication server and for each device I try, one specific hop never returns.

What are the chances this is significant. I'm not sure how to interpret this and am running out of ideas on what these comms losses could be caused by.

I want this to be looked into but I'm told that some devices just don't return a response. But the fact that it does for one server and not the server we actually use to communicate leads me to believe it is significant.
