Why would my ISP sell 1Gb internet connections to residential customers but limit businesses to 200Mb connections?

Is there even a need for 1Gb internet in most residential use cases? Do most servers on the internet serve data at or near 1Gb?

The provider in question is Hargray, if that matters.
