Ruckus Cloud + fast/smart roaming

Hello, the company I work for recently took over a restaurant which uses WiFi payment machines (bane of my existence). They had a lot of issues with the payment machines dropping out when the devices were taken from the charging station to the table where customer is required to pay. We blamed the roaming features of the unifi access points as it appeared the pay machines were still connected to the wap nearest the charging station. We thus changed the aps to Ruckus cloud managed Ruckus r750s and enabled smart roaming. However the roaming was slow, it took about 20 seconds plus for the pay machines (and my phone) to move from one ap to the other. We moved the ap from cloud to unleashed and this vastly improved the roaming. My question is why is this the case? Do the aps constantly talk to the cloud inorder for the cloud to tell them to move the client? Also what is the best practice with working with WiFi payment machines? Thanks.
