Is electromagnetic interference affecting performance in this scenario?

At the workstation, will strapping the patch cord for ethernet and power cord or the computer together for organization purposes affect the data transmission of the category cabling because of electromagnetic interference?

I was told at least 16" of separation is needed for unshielded category cabling and power cabling but thought this might apply more for the horizontal runs in the ceilings and walls and not at the workstation outlet/patch cord itself? I am assuming EMI has a larger effect on longer runs and my thoughts are that EMI will have a minimal effect here since these cables are only run together for a couple of feet. Maybe the power cord jacket itself is providing some reduction of EMI as well?
