Network Cabinet Question

I wanted to get some ideas on what I can do to help with an issue I'm running into. All of our IDF cabinets are standardized with fiber 1U on top, patch panels below, switches, then APC. This is causing me some headache because when I need to swap out a switch in an IDF cabinet that has four switches I have to remove all the cables from the front of the switch so I can slide it out. Unfortunately because all of our switches are at the bottom there can be 60+ cables down the cable management on the side.

I've suggested to my boss to redo our cabinets and have it go 1 patch panel 1 switch. So we have less cluster of cables. He likes the way we do it now because it has everything grouped but he is not the one having to try to trace a cable or swap out equipment when it fails or gets upgraded.

Between each patch panel / switch we have a 1U cable management tray.
