Path Engineering Question

Hello,

I am looking for the best way to go about directing specific traffic over specific links. I feel like I could easily achieve what I am trying to do with PBR's, but I want to know if there is a better/more preferred method using prefix-lists, distribution lists, route-maps. Those concepts I have not completely wrapped my head around, but its my understanding that the are preferred over PBR.

Context: I have a Branch office that currently has an MPLS, DIA and two ELAN circuit. The ELAN's is a L3 1Gbps that connects it directly to our HQ. It gets its default route over the ELAN from HQ, so all traffic backhauls the ELAN. We have recently set up a new primary datacenter and connected the second ELAN. What I am hoping to achieve is, at the Brach, direct any traffic destined for 10.64.0.0/14 to use the ELAN connected to Co-Lo-1. Any traffic destined to 10.32.0.0/14 use ELAN connected to HQ. All other traffic, use MPLS/DIA. Also, if either ELAN fails, use the other ELAN as backup and MPLS/DIA if both are down.
