Rate Limiting Uplink to ISP

Hey all,

We're about to install a new circuit in one of our offices & i was wondering if anyone knew the best practises/recommendations for controlling uplink bandwidth to an ISP? E.G. 10gbps handoff with a 3Gbps DIA.

Would you set limits on your end to ensure you can only ever transmit at 3Gbps or would you let the ISP handle that throttling?
