WAN connectivity HQ & Remote Offices

We have 2 remote offices - each site with 200 users. These require connectivity with HQ. The branch office needs to access internal resources that reside in the HQ such as ERP, File Share & Voice. The branch should have 99% uptime connectivity with HQ due to critical business.

We are looking for an MPLS option as primary but what would be the best backup strategy other than Site to Site IPSec VPN and Wireless Radio P2P. The remote office should have local internet feed.

The branch office will have local AD and DNS.

I would appreciate it if anyone has any thoughts on potential solutions and cost-effective design.
