Weird Network issue - overvoltage on cable tester + intermittent "No Internet"

I am visiting one of my clients tomorrow to troubleshoot a weird issue with the symptoms in the subject - I don't know if they are related or not.

One of my clients had a particular workstation that kept needing it's phones replaced. Phones would be fine for a while and then start acting erratically, have staticky audio, etc. After replacing the phone for the 3rd time, I got a higher end cable tester and received an "Over Voltage" alert which indicates 60V+ on the ethernet line. No other jacks tested this way.

Several weeks later from this test, 1 user was having an issue where when they come in to work in the morning windows shows "No Internet". Rebooting is the only thing that fixes it, sometimes it takes more than one reboot. Now 4 users on various floors of the building are having this problem (All wires run back to a single IDF)

All the computers are the same, so I'm thinking the network issue could be a Windows Update problem that broke the NIC. But given the fact that I know there is an issue on one of the lines, I am starting to wonder if there could be an issue on more of the lines. Has anyone seen a cabling related issue like this?
