Migration from PfRv2 to PfRv3

I hope anyone has experience with PfRv3. We used to have PfRv2 which was working between two ISR4431 routers in the same site, they will get BGP default route from different ISPs and have internal iBGP running between them. And PfRv2 was injecting routes in a routing table of each router based on the performance.

Now, after the upgrade of ISR4431 routers, it seems like Cisco dropped Pfrv2 in favor of PfRv3. And it is my understanding that PfRv3 can't really do what we were doing with the previous version, it's more for connectivity between sites. An I wrong? Any ideas on how to make it work for my case scenario (just need to balance outgoing traffic based on performance in a single site)?

I opened a case with TAC and they can't help with the configuration, can only troubleshoot if something is not working.
