Firewall blocking traffic from remote site

So to preface this, we have our main site running a cisco ASA and a fortigate on our remote site and the 2 are connected via site 2 site VPN. All of the services (RDP servers for thin clients, file servers, SIP server etc.) are hosted at the DC on the main site. The issue is that the web client for our VoIP phones is being blocked over the VPN. The SIP server is hosted in its own VLAN (VLAN 31). The physical VoIP phones can connect no problem. My theory is that there is something on one of the firewalls that is blocking the specific port for the webclient to the server, but I've done full any-any for testing and cannot get a connection. Any suggestions?
