Need help budgeting and finishing my equipment for 50 home neighborhood fiber build.

Hi everyone. TLDR at the end. The situation is that my underserved neighborhood of 50 homes is 1 mile south of ATT and 2 miles north of Charter Spectrum in North Carolina. My neighborhood is 1 acre lots and we all have DSL of 5-6 mbps now. I have offered tens of thousands of dollars to the local telecoms up front to no avail (40k). I have solicited the two telecoms in the area and there are 5 options from them.

Charter Residential: Out of node capacity and requires pulling new fiber from 40 miles away. I know the chief engineer here and believe his story. It has been verified through contacts at multiple levels.

Charter Business: Same story. I asked for plant extensions etc and they're less responsive than residential.

Charter Connected Community: Same capacity problem but would eventually give me a TV & Internet bundle once (IF ever) more fiber is pulled my way.

ATT Residential: I contacted them in late May of 2019. They said they don't have any more in the budget for residential "overbuild" (retrofit old neighborhoods) and are only doing new construction neighborhoods for the rest of the year. Check back in 2020. I called last week and the new budgets haven't been set. I mentioned giving them 40k up front to no avail. This was speaking with the head of residential internet for the state on the phone (thanks twitter).

ATT Business: Interestingly enough I can get today an install of anything from 500:500 to 5G:5G, anything in between and more if I want. Realistically we're looking around 2-3G at several thousand a month (I'd rather not say our quote here). Problem is they'll drop me a demarcation point at the front of the neighborhood and then leave the rest to me. That's ok, I can handle that but I'm out of my depth on commercial fiber routing. Here's what I've worked up so far. Items marked by asterisk are guesses not quotes:

Big questions: I have 50 homes in the neighborhood 25 down one street and 25 down another all coming to a end at the entrance where the fiber can be deployed.

1) How many strand fiber do I pull from demarkcation box down each road of 25 houses?

2) What needs to go inside the demarcation point? A router? A 48 port switch and an 8 port switch (to capture that last 2 houses)? I don't want to be on the same LAN as every house in here.

3) What goes on the outside of everyone's house inside the box to convert the fiber to cat6? I mean I know an ONT but passive? Brand, type cost? Once converted do I need modems with auth?

4) What else am I forgetting?

5) Are there consultants for this crap?

TLDR: No telecoms 1-2 miles from us will give us service. we might do it ourselves as a "business". Need buildout info / help.
