Information for/about community ISPs

Sorry if this is not an appropriate question for this sub. But the resources I have found dont seem to be helpful for what I am looking for.

So I am the resident of a small NY county that has been on the decline for the last decade. Job losses, lack of work opportunity, declining population and everything else that comes with a rural rust belt location.

Broadband in this county is extremely hit and miss. So there have been some mentions on local (county) social media/news sites about developing a County owned ISP. But it's just that whispers and mentions but nothing to actually act on.

So to the real question, how can someone, or where can someone look to find the cost associated with developing something like a County Wide ISP? It's not a large county relative to most, covering 813 square miles, with a population of about 41k.

On of the things that is often a problem in my county is communications for Emergency Services and First responders. Which I feel would greatly benefit from community ISP as well as the economic benefits for the county.

Where does someone begin in order to put together a comprehensive plan to present to county officials in an effort to get this at least discussed? How would you figure out an estimated cost for such a project and potential savings?

There is most definitely a need in the area that is not being fulfilled by the market as it currently stands. So honestly anyone that can point me in the right direction as for a jumping off point would be great.
