VDX 6740 questions

Hey Reddit.
One of our Brocade routers failed. VDX 6740
Our maintenance has expired, and I'm trying to get information to get it back up and running.

2 routers were in a mesh of some sort. Router #2 has configuration of Router #1 on it.

--- Is this VCS? rbridge? Fabric?

I don't understand brocades terminology, and I'm out of my depth.
I have a backup of the routers.

So, Router #2 is good, Router #1 has been re-flashed, but is factory defaults.
Router #2 has configuration for Router #1

--- How do I 'link' Router #2 with Router #1 again.

--- Will it automatically copy the config from R#2 to R#1 after I re-link them?
