HSRP passive router fail makes hiccup - by design?

We have a HSRP-config working all good and fine, but we had service on the passive HSRP router last week and was a bit surprised by how traffic flowing through the active router had a hiccup for 4-6 seconds when taking down the passive router.

Logs indicate HSRP on the main box going from active to idle/listen before going back to active. Is this supposed to happen as a check for split-brain or something, or is our setup buggy? Seems so useless having downtime when servicing a passive box...

Logs from the ACTIVE c6509e:
Oct 17 2019 18:56:51.688 CET: %HSRP-5-STATECHANGE: Vlan990 Grp 4 state Active -> Init
Oct 17 2019 18:56:55.104 CET: %HSRP-5-STATECHANGE: Vlan904 Grp 4 state Listen -> Active
I have no idea how it went from init to listen, doesn't show up in the logs..

Hope someone's had their coffee and can explain this :)
