IGMP proxy behavior to trasmit packets

I am experiencing strange behavior with a GW claiming to be an IGMP proxy;

A GW is connected to an access point thru ethernet cable as GW's wireless is off with the default IGMP settings, which is seen as IGMP proxy in GUI. A laptop is connected to the AP but the laptop disconnects and connects frequently. So I get the sniff logs and in the logs, IGMPv2 report and leave messages those are originated from the laptop are diverted back from GW to AP. Shortly, I see the same multicast flow with the same source mac address from laptop to GW and then from GW to laptop. GW floods the IGMP messaged to all interfaces it has.

Having checked with RFC https://tools.ietf.org/html/rfc4605 my understanding is that, IGMP proxy implementation of the GW is not compatible with the RFC and violating it. However, GW vendor asserts that their implementation is the correct one and AP should block the traffic. Is this how IGMP proxy supposed to work?
