How does buying IP addresses work? (RIPE)

I need to get a /22-/23 IPv4 block in EU, any tips how to do this? How to make sure it's not blacklisted? How long it takes it to register to our country? And how does the payment work, how I'll be sure that if I send 10k EUR to Italy I'll actually get the addresses?
