Can Carriers override AS prepends?

I've started to AS prepend (three times) my BGP session to Zayo. Of my three peers (Cogent and Level3 are the others), its my most expensive, so I want very little traffic on it, no chance of overage - besides we're cancelling it soon.

When I went from no prepends to 2 prepends, I saw the traffic drop by 50%. Then I added more prepends, and no change. I'm still doing about 100Mbps inbound from Zayo, even if I prepend 10 times. And 100Mbps is about 25% of my total peak usage.

My other peers are major national carriers, so how is it that Zayo is still sending me all this traffic? I did some digging, and in my local market Zayo doesn't peer with my other two peers. In other words, Zayo's routers in my market have only one local option to send traffic my way - and its over my link with them - even though its AS prepended many times. Is this a setting that ultimately Zayo can simply override and say "I don't care about your prepends, Im not sending this traffic to another market to go over another carrier peering point, I'm sending it right to you over your link"?
