Why do we need ARP when a network packet already contains the layer 2 and layer 3 address?

My understanding is every network packet contains the layer 2 (MAC) and layer 3 (IP) address. This is according to both the OSI and DOD model.

Therefore why is the ARP protocol needed? Can't we just extract the MAC and IP from the packet?
