No Server SSL Response

So Im troubleshooting some citrix connection issues and when I captured the traffic via wireshark, I see 3 entries, all showing my source and the destination ip address of the server.

61592 -> [443] seq=0 Win=64240 Len=0 MSS=1460 WS=256 SACK_PERM=1

Then the other 2 say the same thing, but [TCP Retransmission] on them.

Does this mean, as I only see a SYN that the SSL handshake is never initiated or would it be an error in the SSL handshake? I'm thinking because I'm not even getting an ACK back, that it's before the SSL actually happens?

Basically trying to figure out if it's a firewall issue or a server cert issue.
