Is there any modem/router which can throttle/limit data for specific users?

For example, I have 10 Mbps connection, and I want some specific user connected to my internet modem/router via WiFi, should not be able to get more than 2 or 4 or 6 Mbps speed Down, meaning limiting some user(s) to get a limited internet speed.

GPON router/modem suggestions are welcome and not (x)DSL.
