Basically, random ports will stop providing PoE to devices - device on that port shows no signs of life. I've tried nearly all basic PoE troubleshooting. shut/no shut, turning off power efficient-ethernet, verifying available power via sh power inline, updating to latest IOS.
The current workaround is moving the device to another port (or power-cycling the switch) however it's very annoying since most of our user access switches are 2960X.
