Public Wi-Fi bandwidth per user question

Hi reddit,

Recently at my work (educational institution), I redesigned the wireless network infra for the public wi-fi. Currently, we have total 450/450 mbps bandwidth allocated for the public wi-fi usage with about 125 users connected to the wi-fi network at any given time during operational hour.

I am wondering what will be a good download/upload bandwidth per device connected to the wi-fi network. At this time I set it as 5/2 mbps per user, which is good enough (in theory) bandwidth for streaming HD videos.

Even though management believes that there is no need for users to have high download speed, since there is no need for users to download large files. I feel that 5mbps download speed is just way too slow in 2018, but at the same time I need to allocate limited resources.

Do you guys have any suggestion or advice for me?
