DC design to support 500,000 virtual machines

How would you go about designing a datacenter with a requirement to support 500,000+ virtual machines?

People talk about doing L3 only fabrics and routing to the host but there is no top of rack switch that will support 500K host routes.

You could summarize but that will limit VM mobility.

Things like EVPN+VXLAN are options but you still hit FIB limitations since EVPN will advertise the MACs (evpn type-5) to all devices

I'm sure the big guys like AWS have some form of secret sauce which works around these problems... anyone got thoughts?
