Why is MED not working/changing route.

I have applied MED on my network although I don't understand why it has not influenced the decision for this route shown below?

I am new to BGP so it could be normal behaviour. I would like the 3.3.3.3 to go via 10.10.100.6.

I don't want to touch local pref as this is an ISP.
