Explicit LAG vs Dynamic LAG

So I've always been under the impression that when it comes to LAGs you should always set them up to negotiate. Active/Passive, Desirable/Auto instead of ON.

Cisco's Design track -- specifically the CCDA OCG -- is stating that the best practice is to set LAGs to ON.

What's everyone's thought on that; is it better to negotiate or to explicitly set them?
