Trying to update cisco IOS via TFTP, what am I doing wrong?

Switch is a 2960x. Running OpenTFTP. Listening on 172.16.12.15:69, mask is a /24. My switch has a management vlan (vlan 2) with an ip of 172.16.12.16/24. From the switch I run "copy tftp flash:". It asks for the ip address, I put 172.16.12.15, then it asks for the file name, I copy the file name and paste it into there and then leave the destination filename the same. I keep getting error opening.....(timed out). I am doing this over SSH and I cannot figure out the issue. Any one else ever have this issue before?

I am plugged into port gi1/0/1 from my pcs NIC. Port gi1/0/1 is assigned to vlan 2, which is assigned the ip I stated above.

Edit: Solved! Got into the local group policy editor, turned off the firewall and I am now good to go. Thanks for the help everyone!
