Issue with a Firebox blocking internal/local traffic, very confusing. Unhandled internal packet

I have a windows deployment server sitting on a basic trusted interface of a Firebox.

10.0.17.x 255.255.255.0 Firebox - 10.0.17.1 WDS server - 10.0.17.200

Firebox is acting as DHCP server. I have 3 PXE options in there as needed. Each time a machine tries to PXE boot I get these unhandled internal packets.
