How do i Deny taffic?

hello everyone, am trying to find out how would you write the deny traffic. can someone show me how. i did the work. just want it to work correctly . i don't what am doing wrong

HR Department:  10.10.10.0 / 26
Finance Department:  10.20.20.0 / 24
IT Department:  10.100.100.0 / 24
Guest Wireless Network:  10.250.250.0 / 23

1) Block all Guest network traffic from HR, Finance, and IT.  However, allow Guest network web traffic (TCP Port 80) from reaching everywhere else.

Block permit tcp 10.250.250.0/23

5) Deny all other traffic.

Deny host Tcp 10.10.10.0 / 26 Deny host TCP 10.20.20.0 / 24 Deny host TCP 10.100.100.0 / 24 Deny host TCP 10.250.250.0 / 23
