ISP Networking

Just a quick question that kept puzzling me is that since ISPs use DHCP, what’s stopping me from setting up a static IP on my routers WAN interface disabling DHCP. Is there a way to ensure that a customer does not do this or is it just trust between the customer and ISP. When running a trace route to a IP address on the same subnet there is only one hop through the CMTS before the destination. Can CMTS’s regulate IP Addresses in this way or is something else implemented.
