Help to make all internet traffic via google cloud platform

Have internet connection 2mbs, to the google services (YouTube, photos, play market) 15 mbs, so can I using vpn on google cloud platform having all my internet connection 15 mbs? And how can I check my Speed connection to the google cloud platform? Thanks
