Not getting any internet from Cogent.

So we have a secondary redundant Cogent fiber that was terminated into our demarc and the fiber was connected to a MetroNID. We had the tech verify that the end-to-end tunnel is working using his equipment and added an SFP (RJ45) to the 3rd SFP port on the NID.

We have the given static IPs from them and for testing, I added the static IP/ GW/ subnet mask and DNS on the laptop but they can't see any ARP registration to the laptop and I don't get any internet.

Cogent says that nothing is wrong on their end also Crown Castle (they resell the "last mile" of the Cogent circuit).

Not sure what else can be the issue other than billing and swapping the SFP off the 3rd port. The SFP was provided (brand new) by Crown Castle. Any ideas that I may be missing?
