IV confusions in WEP

I’m doing a research about WEP and they mentioned about IV. What IV actually do is to combine with the key for security protection. But the question is that when that the secret key was added with randomness IV through RC4 and becomes key-stream and when then how can clients knows which key-streams to decrypt data from AP?
