Considerations for leasing out IPv4 blocks

So I'm working with an organization that has few essentially unused IPv4 blocks (nothing huge, all /22 or smaller) and is considering leasing them out. There seems to be a market for leasing these, but very little public info on what this looks like from the lessor's side, so some basic questions:

  • How much is leasing an IP worth these days? Googling shows rates in the $0.50-2.00 per IP per month range, but if you go via a broker how much does the lessor actually earn?
  • Is the income stream predictable, or do you earn nothing if the block is just sitting there in a broker's inventory?
  • As a corollary, is there anything like an open auction/marketplace for leasing IPs? All the sites I can find seem to hide everything behind "Contact sales!" buttons.
  • Are there risks to doing this? There are a lot of less than savory uses for many IPs (spam, scraping, sneakerbots etc), can brokers realistically filter out the bad guys and is there a risk that we'd permanently devalue or even lose the IPs if they're abused?
