Large TCP WAN data transfers slows down (starts at 20mb/s then grinds to ~2mb/s)

our average download speed is 20mb/s

but i have gotten a couple of reports from a couple of random users complaining about slow speeds.

they use SCP (sometimes rsync or ftp) for the transfers

their source and destination hosts are different but the issue is the same. the download starts at 20mb/s and slows down to ~2mb/s. this usually indicates packets drops but i have looked at the interface on my switch connecting the hosts on my end and there are no errors/discards/packets drops.

any suggestions on what else on my end to check/troubleshoot this issue.
