Internet through Shared network

Trying to get a shared connection going to one pc that doesn't have a wireless card. I got it to work yesterday, need to finish some updates today, and now it's not working.

Both systems are Windows 10 Pro.
The Laptop's WiFi is set to be shared through Ethernet.
When I connect the cable to the desktop all I get now is "Unidentified Network"
Built in trouble shooter is of no help.

IP Config LAPTOP:
Ethernet
IPv4 192.168.137.1
Subnet 255.255.255.0
No Default Gateway.

IP Config PC:
Autoconfiguration IPv4 169.54.20.64
Subnet Mask 255.255.0.0
No default gateway.

How can I get these two to start talking to eachother again.

They worked great yesterday. It was automatic, now I can't seem to get them to work.
If I unplug the cable Both recognize that, then co back to being Unidentified.

Already did the basics, DNS flush, release renew, and reset winsock
