Subnetting: Why start from 192.168.0.0 if its 192.168.1.0/23?

Hello, I'm taking a course online and they covered the subject of subnetting. I think I understand 70%-80% of it but what I got confused about was when the instructor used a subnetting calculator. He put 192.168.1.0/23 and then it corrected him by saying the first IP would be 192.168.0.0. I don't understand why it would have to start from there.

Now as I'm typing this out a thought came to me that it's because the /23 indicates more hosts than a /24 would and so you wouldn't have enough hosts if you started from 192.168.1.0. Is this right? Or at least am I close?
