Raspberry Pi as WOL

I am trying to overcome using my Raspberry Pi as Wake on LAN device, I followed many tutorials through the web but I couldn't handle it somehow. Is there any body out there to succeed this. I use Raspberry Pi 3B+ with ubuntu server 20.04 which I installed isc-dhpc-server in. I plugged ethernet to PC. I had already installed etherwake and run apparantly successfully. When it comes to configuration of dhcp server and other stuff, I couldn't manage it whatever I do. My PC is not connecting to Raspberry Pi's wifi to connect to internet. WOL is not working. All I need a help to explain everything step by step for dummies as it were.
