Question regarding TCP window size in fast recovery

Hi. I understand how the fast recovery algorithm works, but why does the minimum number of segments for the senders window has to be four and not three in order to receive three duplicate acknowledgements? To put it at perspective, what would happen if the window size was three, or even two?
