Mining network design

Hello all. First post, and I’m a noob (still working on CCNA). I currently work as an intern at a very large gold mine, doing mostly autonomous machinery. However, with the intent to be hired on fulltime, me and a coworker are looking at redesigning the VERY large layer 2 network that’s being ran currently. My question is this: At what point do you dictate moving from two layer 2 networks (which span through miles of tunnels and hundreds of individual switches off of main distribution switches) to a layer 3 network? Broad question, I realize, with many aspects to play in hand. Just curious what thoughts are. Our network now works pretty well for what we need, like tablets and computers here and there, and hundreds of WAPs that are used for autonomous machines.
