Network Latency Issues

Hello, so for a while now, I've been having extreme ping spikes. When playing games, my ping will be steady at 35ms, then it will jump up to 300ms for a couple seconds, then go back down, causing the game to stutter and almost impossible to play. Or, having 19ms, then 100ms, then 20ms, then back to 500ms. It is very random, some days it won't stutter at all, but that's very rare, with most days having this problem. I have tried resetting my router to factory default settings, it hasn't helped. It's been really annoying, considering I am on a wired connection, and have fibre internet. When pinging myself to my router, I have a steady connection, most times being less than 1ms, but when pinging myself to say google.com or anything else it has spikes.
