Selective QinQ switch recommendations

I have a requirement for selective QinQ. I've used Brocade ICX and VDX switches before to do it, and a Juniper EX4300. Can anyone recommend a switch that has good tag manipulation capabilities?

Desires, in order, are;

1. Selective QinQ - Ability to add a different SVLAN tag based on the CVLAN tag
2. Tag manipulation superpowers - swap/double pop/double push/etc
3. Layer 3 on SVLAN and/or CVLAN

Further requirements are - Switch needs to be 10g (SFP+), redundant PSU. 24 port would be ideal.

Research so far has pointed me down the Juniper path, but I'm finding the documentation extremely convoluted. It seems like the QFX5100 or an Arista 7280s will largely do what I need, though the price point is not appealing, I was wanting recommendations for other units to consider.
