How does a ISP authenticate a customer, and control their data usage?

ISPs have physical infrastructure that connects them, to the customers home.

On top of this, they also have billing systems, and if customers don't pay, they need to cut their internet traffic, or reroute it to a page telling them their account isn't active.

My question is, how does an ISP know which customer is theirs?

I cannot find much information online about how it's done.

Assume the network is a fibre optic network, with fibre to the home (each home has it's own ONT)
Does the ISP keep track of the addresses to every ONT and fibre optic path for it and link this to a customer? Does the ONT manage authentication?

I am hoping someone experienced can shed some light on this topic.
