IOS Licensing Requires a Reboot

Hi,

I'm facing an issue, and I think I've used up all my ideas.

I'm trying to pre-provision routers that will be delivered to remote sites. The idea is that I won't have to touch them before they're sent out.

They're meant to build an encrypted tunnel back to the head office, so they require the security license. I can add this using smart licensing, but the router needs to reboot to unlock all the crypto commands.

I'm using APIC-EM to push out the config. The problem is that once the config is pushed out, APIC-EM considers this as provisioned, and won't push any additional commands (such as building the tunnel).

Does anyone know of a way to add crypto config before the security license is added? I just need to get the commands in there, I'm happy to wait for the reboot to get the tunnel up.
