Campus WiFi Elevator Roaming Question

I'm supporting a campus with a wireless network spanning 15 floors. When devices roam between access points on the same floor they work flawless. When someone goes from one floor to another they regularly have to wait a few minutes before the device gets traffic again.

I looked at the logs in the controller (ruckus) and saw that the devices might join an AP or two on it's way to the new floor. I get how this is different than roaming on a single floor and they won't skip past an AP so fast.

Is there any way to speed up the time it takes to roam between floors? Say a way to make a idle client timeout on access-points nearest stairs and elevators so if they move from 1st to 5th and join the 2nd and 4th floors on the ride up, it will time sooner and the 5th floor AP can start handling traffic?
