All Computers on network stuck at "Performing a TLS Handshake" , while Mobile Phone is unaffected.

UPDATE: Checked downdetector.com and other people on Spectrum Internet are experiencing the same thing. What kind of ISP issue would cause only computers to be affected by this and not phone web browsers?

This is the strangest thing I've ever experienced in networking so far. All computers on my home network are stuck at "Performing a TLS Handshake" on certain websites unrelated to each other. Yet if I try going to the website on my mobile phone it connects without a problem. What could be causing this? I've tried using different browsers, turning off all addons, changing DNS. The only firewall running is the default windows 10 firewall.
