VLAN routing without routing

Hi guys,

i'm doing my apprenticeship right now and in school we learn networking in a lab environment. I've learned the basic of networking in university and i'm just confused. The task is to build an environment with two departments seperatet with two VLANs and a Server which needs to be reached from every department without them reaching each other. The first task is to realise this with the two VLANs tagged to the Port of the Server (no problem with that). The second task is to do this only on the switch side. The big problem is that the switches we got can't do VLAN routing and my teacher said there is a different solution. From my experience and after asking my colleagues it is impossible. Am i missing something or is our teacher just stupid (i wouldn't wonder, he told us that a HTTP request can't have a Payload etc.).
